AN ACT TO SUBMIT TO THE FILIPINO PEOPLE, FOR APPROVAL OR DISAPPROVAL, THE AMENDMENT TO THE CONSTITUTION OF THE PHILIPPINES TO BE APPENDED AS AN ORDINANCE THERETO, PROPOSED BY THE CONGRESS OF THE PHILIPPINES IN A RESOLUTION OF BOTH HOUSES, ADOPTED ON SEPTEMBER EIGHTEEN, NINETEEN HUNDRED AND FORTY-SIX, AND TO APPROPRIATE FUNDS THEREFOR

Resolution reaffirming the irrevocable opposition of the Senate of the Philippines to any change in the constitution whether by the Congress constituting itself as a constituent assembly or calling a constitutional convention or any other mode of proposing amendments to, or revision of, the constitution at this time and expressing its strongest objection to, and serious disagreements with, various moves to ram through such constitutional change
