EXCHANGE OF NOTES BETWEEN THE REPUBLIC OF THE PHILIPPINES AND AUSTRALIA FOR THE DONATION OF WHEAT FLOUR. MANILA AND MAKATI, OCTOBER 15, 1973.

Excellency,
I have the honour to refer to your letter 21999 of 23 August 1973, concerning wheat flour aid to the Philippines.
I have the honour to confirm the advice given informally to officers of your Department, that in addition to the 1883 tons of wheat flour remaining from last year's donation, the Australian Government will ship 5,000 tons of wheat flour as aid to the Philippines under the food aid convention. This makes a total of 6883 tons as indicated in your letter.
The Australian Government has now completed consultations with major wheat suppliers in accordance with its obligations under FAC procedures. The gift is made on the understanding that,
(a) the Philippines will not export wheat or wheat products in FAC year 1973/74, and,
(b) the flour will be distributed free to final consumers.
I understand that the gift shall be utilized for reconstruction and rehabilitation in Mindanao on the same basis as the wheat flour donated by the Australian Government in 1972.
I would be grateful if you could convey to me formally your Government's acceptance of this offer and 1 suggest that this letter and your reply should constitute formal acceptance by the Australian and Philippine Governments of this arrangement.

Excellency,
I have the honor to refer to your Note No. 852 dated 15 October 1973, the text of which is quoted in full as follows:
"I have the honor to refer to your letter 21999 of 23 August 1973, concerning wheat flour aid to the Philippines.

I have the honor to inform Your Excellency that my Government accepts with appreciation the offer contained in Your Excellency's Note and agrees that the said Note and this reply shall constitute an arrangement between our two Governments.
