AGREEMENT ON TECHNICAL COOPERATION CONCERNING TOURISM BETWEEN THE REPUBLIC OF THE PHILIPPINES AND SPAIN

The Governments of the Philippines and Spain, duly represented by His Excellency, General Carlos P. Romulo, Secretary of Foreign Affairs of the Philippines, and by His Excellency, Gregorio Lopez Bravo, Minister of Foreign Affairs of Spain, considering the strong historical, cultural and spiritual ties that unite both countries, and in order to promote understanding between them, specially with regard to tourism, have agreed on the following:
ARTICLE I
The High Contracting Parties shall grant reciprocally the utmost facilities for the advancement of tourism between the two countries, with the understanding that such facilities shall be applicable to persons as well as to the importation and exportation of documents and propaganda material on tourism.
ARTICLE II
The two Governments shall give special attention to the organization and realization of collective trips and the sending and reception of groups, particularly regarding social tourism, granting them the utmost facilities possible.
ARTICLE III
The Official Tourism Organizations of both countries shall exchange informative materials on arrangements or resolutions relative to tourism, so that each one of them shall know the accomplishments and progress made by the other. They shall also exchange information regarding the planning and execution of projects on tourism.
ARTICLE IV
Upon the request of the Government of the Republic of the Philippines, the Government of Spain shall grant the cooperation and advise of the "Direccion General de Promocion del Turismo" and the "Instituto de Estudios Turisticos" for the study, research and work related to the development of places of tourism.
ARTICLE V
The Government of the Philippines shall give preference to offers which the Spanish Government may make towards studies or projects on tourism development, as well as, in time, the offers of studies, projects and supply of equipment that may be made by Spanish firms or the bringing about of related works with the execution or setting into motion of the said projects.
ARTICLE VI
The High Contracting Parties shall make available reciprocally teaching plans on matters of tourism to perfect the training of their technical and specialized personnel, to try to reach an eventual agreement in the programs and courses on tourism and, in time, to recognize the equivalence of degrees obtained in either country.
ARTICLE VII
Both Governments, within their means, shall offer educational grants and scholarships to pursue, in either country, technical courses on tourism, establishing annually by common agreement the number and conditions of the same.
ARTICLE VIII
The Government of Spain shall place at the disposal of the Government of the Philippines, within its means, experts on tourism matters, specially with regard to regulation and control of touristic accommodations, legal and commercial management of travel agencies and regulation of professional touristic activities. This assistance shall be undertaken, in each case, through a formal agreement between the two Governments, which may be done by an Exchange of Notes. Its accomplishment shall depend on the availability of officials and experts at the time, the beneficiary country to shoulder the expenses which such assistance may entail except where the aforementioned Exchange of Notes establishes a different rule.
ARTICLE IX
The Government of Spain shall favor, through the assistance of specialists, the revaluation and restoration of architectural works which serve as testimony in the Philippines of common historic values, the expenses incurred by the sending of experts to be borne by the latter country, except where a different rule is established by an Exchange of Notes.
ARTICLE X
The Authorities of the Contracting Parties shall endeavor to make the Tourism Organizations agree on the historical and cultural authenticity of matters involved in propaganda and touristic information of both countries.
