3 March 1969

Philippines 0093-B

Sir.

I have the honor to refer to the exchange of letter dated 29 April 1968, reference Philippines 0093-B covering the provision of a consultant and three six-month fellowship in cancer control for 1969

The purpose of this letter is to modify the existing agreement as follows, in accordance with the recommendations made by the consultant provided in 1968, to which I received the Secretary of Health's concurrence in a letter dated 27 January 1969.

WHO will provide in 1969 two consultants, one cancer epidemiologist, one oncologist and two six-month fellowships will be administered in accordance with WHO's fellowship regulations.

The terms of reference of the consultants will be as follows:

As a follow-up on the report and recommendations made by the WHO consultants provided in 1967 and 1968:

The cancer epidemiologist will advise on the general development of a co-ordinated cancer control programme for the country. He will also review teh progress and advise on the conduct of the pilot project on community cancer control, currently underway in Rizal Provinces.

Tje oncologist will advise on cytological cancer detection techniques, especially for the detection of female genital cancer, on the chemotherapy of cancer and on the training of scanners.

The Government shall insure WHO, its advisers, agents and employees for civil liability under the laws of the country in respect of vehicles provided for the project.

The other provisions in the exchange of letter dated 29 April 1968 remain unchanged.

If you agree with the foregoing terms of reference, the signing of signing of five copies of this letter will constitute an official agreement for the implementation of this project within the general provisions of the Basic Agreement concluded between your Government and WHO on 28 December 1950. Three copies of these are for use of your Government; the remaining copies should be returned to this office.

I have the honour to be,
Sir,
