EXCHANGE OF NOTES CONSTITUTING AN AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE FEDERAL REPUBLIC OF GERMANY ON THE ABOLITION OF VISA REQUIREMENTS FOR THEIR NATIONALS HOLDING DIPLOMATIC OR SPECIAL PASSPORTS. MANILA, FEBRUARY IS AND MARCH 9, 1962.

Excellency,
I have the honour to refer to the recent exchange of views between representatives of the Government of the Federal Republic of Germany and of the Republic of the Philippines concerning the abolition of visa requirements for holders of official passports, and to propose to you on behalf of the Government of the Federal Republic of Germany that the following Arrangement be concluded:
1. Holders of valid German diplomatic, ministerial, or service passports shall be exempt from visa requirements when entering the Republic of the Philippines.
2. Holders of valid Philippine diplomatic or special passports shall be exempt from visa requirements when entering the Federal Republic of Germany.
3. This Arrangement shall also apply to Land Berlin provided that the Government of the Federal Republic of Germany has not made a contrary declaration to the Government of the Republic of the Philippines within three months from the date of entry into force of this Arrangement.
4. This Arrangement shall enter into force on 1 February 1962.
5. This Arrangement may be denounced in writing at any time and it shall be terminated on the expiry of three months from the date of such denunciation.
If the Government of the Republic of the Philippines agrees to the proposals contained under Items 1 to 4 above, I have the honour to propose that this Note and Your Excellency's Note in reply thereto shall be deemed to constitute an Arrangement between our two Governments.

I have the honor to acknowledge the receipt of your Excellency's Note of February 15, 1962, which reads as follows:

I am further pleased to inform Your Excellency that the proposals set forth in your above-quoted Note are acceptable to my Government and that my Government agrees that your Note together with this reply shall be regarded as constituting an agreement between the Government of the Republic of the Philippines and the Government of the Federal Republic of Germany.
I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.
