Resolution congratulating Mr. Raul L. Locsin, journalist, and Mrs. Rosa Rosal, social worker, on their receiving the 1999 Ramon Magsaysay award for journalism, literature, and creative communication arts and for public service, respectively, and expressing the Senate's deep appreciation to the Ramon Magsaysay Awards Foundation for honoring these two outstanding Filipinos.
