Excluding from the operation of Proclamation no. 251 dated May 4, 1951 which established the Workingmen's Village Reservation (Barrio Obrero) situated in the Barrio of Lapuz Norte, municipal district of La Paz, city of Iloilo, island of Iloilo, a certain portion of the land embraced therein and declaring the same open to disposition under the provisions of the Public Land Act.
