Resolution authorizing all permanent Committees of the Senate to hold meetings or hearings during the recessof the Congress for the purpose of studying and preparing any proposed legislation or to investigate any matter or subject falling under their jurisdictions and authorizing the President of the Senate, in his dicretion, to allow any special Committee to hold meetings or hearings during the recess for the same purpose
