Resolution certifying to the existence of a vacancy in the Senate and calling on the Commission on Elections (COMELEC) to fill up such vacancy through election to be held simultaneously with the regular election on May 14, 2001 and the Senatorial candidate garnering the thirteenth (13th) highest number of votes shall serve only for the unexpired term of former Teofisto T. Guingona, Jr.
