[ PRESIDENTIAL DECREE NO. 683, April 07, 1975 ]

AMENDING SECTION 18 OF REPUBLIC ACT NO. 754

WHEREAS, holders of Ph.D. degrees in Chemistry, by reason of their long and rigorous training may be allowed to register as chemist without the need of examination; and

WHEREAS, the examination given on a lower level of knowledge and training serves only to demoralize highly trained chemists who should be given all the opportunity to utilize their skills in the service of this country;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:

SECTION 1. Section 18 of Republic Act No. 754 is hereby amended to read as follows:

"x x x

Within three years after the approval of this Act, the Board shall upon application issue a certificate of registration as chemist without examination to persons who have been graduated in chemistry or its equivalent and have been in the practice as such graduate for at least five years, prior to the enactment of this law: Provided, however, That holders of Ph.D. degrees in Chemistry or its equivalent shall at any time be entitled to register as chemist without examination.

SEC. 2. This decree shall take effect immediately.
