[ REPUBLIC ACT NO. 7474, May 05, 1992 ]

AN ACT CONVERTING THE ZAMBOANGA SCHOOL OF ARTS AND TRADES IN ZAMBOANGA CITY INTO A POLYTECHNIC COLLEGE TO BE KNOWN AS THE ZAMBOANGA CITY POLYTECHNIC COLLEGE, AND APPROPRIATING FUNDS THEREFOR

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:SECTION 1. The Zamboanga School of Arts and Trades in the City of Zamboanga is hereby converted into a polytechnic college to be known as the Zamboanga City Polytechnic College, hereinafter referred to as the College.SEC. 2. The College shall be under the supervision and control of the Department of Education, Culture and Sports.SEC. 3. The College shall offer one- to three-year technical and vocational courses and undergraduate courses in the field of industrial education and technology or such other courses which are relevant to the needs of its service area.SEC. 4. The College shall be headed by a vocational college superintendent to be appointed by the Secretary of Education, Culture and Sports.SEC. 5. The academic and administrative staff of the College shall be organized following the staffing pattern of the Department of Education, Culture and Sports for such type of schools pursuant to existing laws, rules and regulations.SEC. 6. All assets, fixed and movable, personnel, records and documents of the Zamboanga School of Arts and Trades in the City of Zamboanga as well as its liabilities shall be transferred to the Zamboanga City Polytechnic College: Provided, however, That the positions, rights and security of tenure of personnel employed therein pursuant to the existing laws prior to its conversion into the Zamboanga City Polytechnic College are not impaired.SEC. 7. All parcels of land belonging to the Government occupied by the Zamboanga School of Arts and Trades are hereby declared to be the property of the Zamboanga City Polytechnic College and shall be titled under that name: Provided, That should the Zamboanga City Polytechnic College cease to exist or such aforementioned parcels of land be no longer needed by the College, the same shall revert to the City of Zamboanga.SEC. 8. In addition to the current appropriations of the Zamboanga School of Arts and Trades, the amount needed to carry out the provisions of this Act shall be included in the General Appropriations Act of the year following its enactment into law and thereafter.SEC. 9. The salary grades of faculty members, officials and other employees of the College shall be equal to that of their counterparts in state colleges and universities pursuant to the provisions of Republic Act Numbered Sixty-seven Fifty-eight.SEC. 10. If, for any reason, any section or provision of this Act shall be held unconstitutional or invalid, no other section or provision hereof shall be affected thereby.SEC. 11. All laws, presidential decrees, executive orders, and rules and regulations contrary to or inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.SEC. 12. This Act shall take effect upon its approval.Approved,

This Act which originated in the House of Representatives was finally passed by the House of Representatives and the Senate on August 1, 1991 and January 30, 1992, respectively.
