[ REPUBLIC ACT NO. 608, April 30, 1951 ]

AN ACT TO AMEND SECTIONS THIRTEEN AND SEVENTEEN OF REPUBLIC ACT NUMBERED FIVE HUNDRED NINE, BY CREATING PROVINCIAL AND CITY PRICE ADMINISTRATION COMMITTEES AND EXTENDING THE PERIOD OF OPERATION OF THE SAID ACT.

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:SECTION. 1. Section thirteen of Republic Act Numbered Five hundred nine is amended to read as follows:

"SEC. 13. In the City of Manila, the Price Administration Board shall enforce the provisions of this Act through a price administration committee which the said Board shall create and appoint in each geographical district. Civic organizations shall be represented in each committee, by at least one member appointed by the President of the Philippines."In the provinces and in chartered cities, except in the City of Manila, the Price Administration Board shall enforce the provisions of this Act through the provincial price administration committee and the city price administration committee, respectively, and shall have general supervision and control over the officials and organizations as authorized herein, insofar as their duties pertain to the enforcement of this Act. "There shall be a provincial price administration committee in each province, to be composed of the provincial fiscal, as chairman, the provincial commander of the Philippine Constabulary, the division superintendent of schools, the provincial treasurer, the commercial agents of the province or one of them so designated by the Price Administration Board, and the head of a civic organization appointed by the President of the Philippines, upon recommendation of the provincial price administration committee, as members. In provinces where there are two or more civic organizations, at least two heads of such organizations shall be appointed as members of the committee. The provincial price administration committee may delegate its powers, functions and duties to such municipal officials and agencies in the province as it may determine."There shall be a city price administration committee in each chartered city, except in the City of Manila, to be composed of the city attorney or fiscal, as chairman, the provincial commander of the Philippine Constabulary, the city superintendent of schools, the city treasurer, and the head of a civic organization appointed by the President of the Philippines, upon recommendation of the city price administration committee, as members. In each such city where there are two or more civic organizations, at least two heads of such organizations shall be appointed as members of the committee."The Price Administration Board may require the assistance of any officer, agent, employee, agency or instrumentality of the Government, who shall act as its deputies and agents, in the enforcement of this Act."

SEC. 2. Section seventeen of the same Act is amended to read as follows:

"SEC. 17. This Act shall take effect upon its approval and shall continue in force until June 30, 1952, unless sooner terminated by proclamation of the President of the Philippines or by concurrent resolution of Congress: Provided however, That convictions rendered under this Act or under the duly promulgated orders, rules, and regulations issued pursuant thereto shall remain valid and enforceable and prosecutions of offenses committed during the effectivity thereof shall continue and shall not be barred until terminated by conviction or acquittal of the accused."

SEC. 3. This Act shall take effect upon its approval.Approved, April 30, 1951.
