[ REPUBLIC ACT NO. 331, July 15, 1948 ]

AN ACT APPROPRIATING ONE MILLION PESOS FOR THE CONSTRUCTION, REPAIRS, OPERATION AND MAINTENANCE OF RADIO-TELEGRAPH AND WIRE-TELEGRAPH STATIONS AND INSTALLATIONS.

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:SECTION 1. The following sums or so much thereof as may be necessary, are appropriated out of the general funds in the National Treasury not otherwise appropriated, to be spent subject to the provisions hereinafter set forth, for the purposes specified hereunder:

(a) For the reconstruction or repair of totally or partially damaged radio station buildings, and for the completion of reconstruction of station buildings P200,000.00
(b) For the reconstruction of pre-war radio-telegraph installations not yet provided for, and setting up new ones in important localities requiring radio communication service, as well as improvement of certain existing stations to serve as relay for new ones, including purchase of telecommunications equipment and materials, cost of installation, maintenance and operations thereof 250,000.00
(c) For the reconstruction of pre-war wire-telegraph lines, construction of new lines, and establishment of necessary stations, including purchase of equipment and materials and maintenance and operation thereof 550,000.00

SEC. 2. The amount appropriated in this Act necessary for the replacement of totally destroyed, and for the reconstruction or repairs of partially damaged, radio-telegraph station buildings, shall be spent by the Director of Public Works, and the amount necessary for the construction, re-establishment and repairs of telegraph lines and radio installations, including maintenance and operation thereof shall be spent by the Director of Telecommunications.SEC. 3. All balances of the appropriations made in this Act remaining unexpended on June thirty, nineteen hundred and fifty shall revert to the National Treasury, and thereafter they shall not be available for expenditure, except upon appropriation by the Congress of the Philippines.SEC. 4. The sums appropriated in this Act shall, upon the recommendation of the Director of Telecommunications, be distributed by the Secretary of Public Works and Communications.SEC. 5. The funds herein appropriated shall not be released unless and until the Secretary of Finance and the Auditor General shall have certified to the President that there are existing and available funds in the National Treasury in excess of the sums appropriated in the General Appropriation Law for the fiscal year ending on June thirty, nineteen hundred and forty-nine, and any other appropriations for which by law priorities have been established.SEC. 6. This Act shall take effect upon its approval.Approved, July 15, 1948.
