AN ACT TO PREVENT THE INTRODUCTION INTO THE PHILIPPINE ISLANDS OF PLANT DISEASES AND EPIDEMICS.
By authority of the United States, be it enacted by the Philippine Legislature, that :SECTION 1. The importation into the Philippine Islands of every kind of plants, or parts thereof, or of seeds or fruit, or of anything used as a covering thereof, is hereby prohibited except through such ports as may be designated, and then only subject to such rules as may from time to time be prescribed by the Director of Agriculture with the consent of the Secretary of Public Instruction.SEC. 2. The Director of Agriculture shall appoint inspectors from amongst his approved inspectors to examine such disease-breeding materials, and the Collector of Customs, shall, upon the certificate of such inspectors, be authorized (a) to destroy such material; (b) to permit the importation thereof after its disinfection and fumigation; (c) to permit its importation without further restrictions; (d) to permit its importation and cultivation at an isolated place under the supervision of the Director of Agriculture and subject to such restrictions as he may impose.SEC. 3. To carry out the purposes of this Act. the Director of Apparatus. Agriculture is hereby authorized to provide the necessary apparatus, chemical substances, and anything which may be necessary.for the purposes of this Act, out of the contingent funds of said Bureau.SEC. 4. This Act shall take effect on its passage.Enacted, February 5, 1912.
