AN ACT TO AMEND ARTICLE ELEVEN OF THE PENAL CODE OF THE PHILIPPINE ISLANDS.
By authority of the United States, be it enacted by the Philippine Legislature, that:SECTION 1. Article eleven of the Penal Code of the Philippine Islands is hereby amended to read as follows:
"ART. 11. The degree of instruction and education of the offender shall be taken into consideration by the courts for the purpose of mitigating or aggravating the penalties, according to the nature of the offense and the circumstances attending its commission."
SEC. 2. The public good requiring the speedy enactment of this bill, the same shall take effect on its passage, in accordance with section one of Act Numbered Nineteen hundred and forty-five of the Philippine Legislature.Enacted, February 5, 1912
