PRESIDENTIAL DECREE No. 137

AMENDING PRESIDENTIAL DECREE NO. 28 ENTITLED “ESTABLISHING SEVEN REGIONAL PRISONS AND CONVERTING EXISTING NATIONAL PENAL INSTITUTIONS INTO REGULAR PRISON AND PENAL FARMS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES”

WHEREAS, Presidential Decree No. 28 authorized the immediate establishment of regional prisons to effect meaningful penal reforms and promote the rehabilitation of national prisoners;

WHEREAS, the creation of another regional prison in Cebu which could receive prisoners coming from Antique, Capiz, Iloilo, Cebu, the two Negros provinces and the cities in the area is necessary for the early attainment of the goals of said Decree;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, as amended, do hereby order and decree that Presidential Decree No. 28 be amended, as it is hereby amended, by providing for the immediate establishment of an additional regional prison in the province of Cebu.

This Decree shall take effect immediately.

Done in the City of Manila, this 2nd day of March, in the year of Our Lord, nineteen hundred and seventy-three.
