Proclaiming a state of public calamity in the island of Luzon, including the provinces already covered by Proc. nos. 775, 776 and 792, all series of 1970, and in the provinces of Batanes, Marinduque, Occidental Mindoro and Oriental Mindoro, and designating the price contril council as the implementing agency to enforce the provisions of Act no. 4164 in all areas where a state of public calamity has been declared.
