Obligating and guaranteeing the Department of Foreign Affairs (DFA) loan with the Philippine National Bank and ordering the Secretary of Budget and Managemnet to include in the DFA annual budget appropriation for the pruchase of properties for CY 1997, 1998, 1999, 2000 and 2001 such amounts necessary to amortize and pay off said government loan.
