ADMINISTRATIVE ORDER NO. 8

DIRECTING THE IMMEDIATE DISCONTINUANCE OF, AND PENALIZING, THE PRACTICE OF COLLECTING CONTRIBUTIONS FROM EMPLOYEES FOR THE PURPOSE OF MAKING PRESENTS TO SOME HIGH GOVERNMENT OFFICIALS

Whereas, my attention has been called  to the fact that some chiefs of bureaus and the supervisory staff indulge in the practice of collecting contributions from employees of their bureaus for the purpose of making presents to some high Government officials or to celebrate some special event personal in nature; and

Whereas, this practice, besides being highly reprehensible, is a heavy tax on the small-salaried employee, is conducive to servility and sycophancy, and contravenes the provisions of section six hundred eighty-eight of the Administrative Code;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers in me vested by law, direct, as it is hereby directed, the immediate discontinuance of this practice, and any chief of bureau, or any of his subordinates, who under any guise or pretense asks of any employee of his Department any contribution for any purpose without previous approval of the corresponding Department Head, will be summarily dismissed from their service.
