ABSTRACT : The primary objective of this piece of legislation is to preclude pseudo-resident s and transient residents from insidiously filing their certificates of candidacy in any loclaity of their choice and convenience during political election time. Besides, a census undertaken with replete demography will serve well as an alternative to the much opposed concept of a unified citizens' identification system.
