Rationale: Additionally, the creation of the Labor Arbitration Officer will enable the National Labor Relations Commission to have a built-in pool of future Labor Arbiters who are noy only well-versed in labor cases but also well-equipped with sufficient experience in handling and managing these cases. This is the best way of truly proessionalizin g the Commission.
