"Philippine Science Centrum Act of 1999". Rationale: Today, science and technology are becoming entrenched in institutions, intellectual life and public policy. Science and Technology have become a fact of life. However, the situation may difer between industrialized and developing countries. That is why we have to redouble our effort to catch up with the rest of the world in terms of technological advancement and preparation, because these are our "bridges to development."
