| ABSTRACT : "Paluwagan ng Bayan Act." The bill makes available to the marginalized sectors of our society credit without collateral to finance livelihood projects. The funds for the paluwagan shall be channeled through accredited non-governmental organizations. The funds shall be sourced from existing funds earmarked for livelihood projects, grants and donations. |

Abstract
"Paluwagan ng Bayan Act." The bill makes available to the marginalized sectors of our society credit without collateral to finance livelihood projects. The funds for the paluwagan shall be channeled through accredited non-governmental organizations. The funds shall be sourced from existing funds earmarked for livelihood projects, grants and donations.'
