| ABSTRACT : In consonance with the Constitutional mandate granting Congress the power of the purse, the measure requires all government-owned and controlled corporations to submit their annual budget to Congress for scrutiny and approval. It also requires these entities to secure congressional approval before they incur any obligation or make payments for current operating or capital expenditures. | |

Abstract
In consonance with the Constitutional mandate granting Congress the power of the purse, the measure requires all government-owned and controlled corporations to submit their annual budget to Congress for scrutiny and approval. It also requires these entities to secure congressional approval before they incur any obligation or make payments for current operating or capital expenditures.
