ABSTRACT : The Ozone tragedy gave rise to the question as to who was responsible for the actuation of the Quezon City employees over the issuance of certain municipal permits/licenses to business establishments. To clarify the issue, the bill seeks to vest the issuance of all city and municipal permits and licenses under the exclusive direct operational supervision and control of their respective city or municipal mayor, who shall be directly responsible for any act of malfeasance, misfeasance nor non-feasance committed by city or municipal employees in the performance of their assigned tasks. | |

Abstract
The Ozone tragedy gave rise to the question as to who was responsible for the actuation of the Quezon City employees over the issuance of certain municipal permits/licenses to business establishments. To clarify the issue, the bill seeks to vest the issuance of all city and municipal permits and licenses under the exclusive direct operational supervision and control of their respective city or municipal mayor, who shall be directly responsible for any act of malfeasance, misfeasance nor non-feasance committed by city or municipal employees in the performance of their assigned tasks.'
