ABSTRACT : The Constitution mandates the State to defend the rights of children and to afford them special protection from all forms of negligence, abuse cruelty, exploitation and other conditions prejudicial to their development. Towards this end, the bill seeks to declare pedophilia a felony. It also imposes penalties for any violation of the proposed act. | |
