Abstract
ABSTRACT : Aims to improve the Filipino seafarers' working conditions, terms of employment, career prospects and provide opportunities to harness their potentials to the fullest. Covers Filipino seafarers who are employed or engaged or work in any capacity on board foreign-registered ships and Philippine-registered ships operating internationally. Provides seafarers the rights to 1.) employment and social rights; 2.) self-organization, engage in collective bargaining and participate in democratic exercises; 3.) education advancement and training at reasonable and affordable costs; 4.) relevant information; 5.) information of seafarer's family; 6.) public consultation; 7.) against discrimination; 8.) Free legal representation; 9.) appropriate grievance mechanism; 10.) immediate medical attention; 11.) have access to communication; 12.) fair treatment in the event of a maritime accident; and 13.) fair medical assessment. Requires any person to be 18 years old and above to be employed as a seafarer, medically fit, and trained or certified as competent and qualified to perform their duties. Mandates DMW, MARINA, AND OWWA to maintain a unified registry of all seafarers in the Philippines which contain the relevant information or data to promote employment opportunities for seafarers.
