ABSTRACT : "Filipino Citizen's Franking Privilege Act of 2004." To encourage the citizens of our country to communicate their views and opinions and to facilitate prompt and immediate response to a public need, the bill proposes to extend the franking privilege to Filipino citizens here and abroad when addressing their correspondence to any of the three branches of government. |
