| ABSTRACT : "Segregated Prison Facilities Act fo 1999." This bill recommends that prisoners are to be segregated and treated according to thei age criminal record, pyschological profile, the legal reason for their detention and the status of their presentcriminal case. Prisoners with pending appeals shall at all times be kept separate from prisoners convicted by final judgement. |
