| ABSTRACT : It can not be denied that barangay elections are used by various political parties and political organizations to provide them with a political machinery. The bill proposes the deletion of Section 38 of the Omnibus Election Code which provides for a non-partisan barangay election. The proposal would finally adapt the law into the political reality prevalent in this country. |

Abstract
It can not be denied that barangay elections are used by various political parties and political organizations to provide them with a political machinery. The bill proposes the deletion of Section 38 of the Omnibus Election Code which provides for a non-partisan barangay election. The proposal would finally adapt the law into the political reality prevalent in this country.'
