ABSTRACT : Classroom shortage compel teachers to hold their classes in make-shift shelters. The proposed measure seeks to augment the present budget for this purpose through the creation of a Special Education Fund for School Buildings and Facilities to be sourced from the excise tax collection on alcoholic products (distilled spirits, wines and fermented liquor) and tobacco products (cigars and cigarettes).

Classroom shortage compel teachers to hold their classes in make-shift shelters.
