Abstract
"Foreign Service Reform Act of 1999". The proposed measure intends to redefine and redirect the operation of the foreign service by providing a mechanism to address the cross-cutting issues of human rights, environment, migration, transnational crimes, trade and investment cooperative agreements and other similar issues.
