ABSTRACT : "Omnibus Housing and Urban Development Act of 2004". The bill focuses on the housing needs of the poor and the homeless. It proposes the creation of the Department of Housing and Resettlement, which shall serve as the primary agency that will prepare, integrate, coordinate and supervise plans, programs, projects and activities of the government relative to urban planning, development and renewal.
