ABSTRACT : "Omnibus Housing and Urban Development Act of 2004." Creates the Department of Housing and Urban Development to supervise urban planning, development and renewal, including land use and zoning, housing and finance. Promotes the flow of private funds into the primary and secondary mortgage markets. Deals with the 4 aspects of land and housing development: finance, production, regulation and administrative structure. Claims that 75% of 4.5 million homeless families are squatters, a backlog which could be eliminated in 20 years by building 500,000 houses annually. | |
