SHORT TITLE : Prohibiting the Detention of Live or Dead Patients in Hospitals and Medical Clinics for Nonpayment of Hospital Bills or Medical Expenses | |
ABSTRACT : The bill seeks to stop the undesirable practice of hospitals and medical clinics of holding the release of fully recovered and/or dead patients because of non-payment, either partially or fully, of hospital bills. This practice has resulted in prolonged and, hence, more expensive stay of financially distressed patients in the hospitals. The bill allows underprivileged patients to leave the hospital upon the execution of a duly secured promissory note and imposes a penal sanction for any violation of the proposed act. | |

Abstract
