ABSTRACT : Rationale: The Scientific Career System (SCS) a system of recruitment, career progression, recognition and reward of scientists and engineers in the public service as a means of developing a pool of highly qualified and productive scientific personnel. This proposal seeks to ensure continued attraction and retention of scientific manpower in research and development, and to reward qualified scientists and technologists.
