ABSTRACT : In our country's stride to regain lost economic grounds, our people need to be attuned to the latest developments in science and technology. The Filipino youth must be scientifically and technically prepared so that their innate talents may be fullyharnessed for national development. The proposed bill is one way of promoting scientific and technical literacy among the Filipino youth in the field of computer education.
