Seeks to amend Republic Act No. 7925 to expand the National Telecommunications Commission (NTCs) powers and capacity to regulate TELCOS and other industry-related entities. Strengthens the quasi-judicial functions of the National Telecommunications Commission (NTC) as the main regulator of the Philippine Telecommunications Industry, and improved the delivery of public telecommunication services.
