ABSTRACT : Rationale: Although our penal laws are based on the theory of reformation for the criminal, this school of thought does not work anymore in certain types of crimes. Such is the case of bank and armored car robberies which have become a dime-a-dozenin spite of special task forces assigned to go after the criminals.
