Rationale: This bill has been occasioned by the vexing challenges posed by the peculiar and distressing plight of a Filipino child known today only as Batang X. > Batang X -- the child who has opened our eyes to the need for this legislative initiative -- is a child, of pre-school age, who now lives in a Safe House somewhere in the Middle East.
