| ABSTRACT : Rationale: It is the policy of the State to submit to the electorate any question of grave national interest, recognizing that sovereignty resides in the people and all government authority emanates from them. Rationale: It is the policy of the State to submit to the electorate any question of grave national interest, recognizing that sovereignty resides in the people and all government authority emanates from them.
