Abstract
Rationale: Tenants find themselves financially and resourced-strap ped to till the land they now own. Most of them resort to borrowing even at usurious rates to buy fertilizers and other farm inputs, only to be at the mercy of unscrupulous middlemen and lending bodies. To give the farmers a clean slate, this bill is proposed.
