| ABSTRACT : The bill provides that in the election of local officials in the event a candidate who obtains the highest number of votes is disqualified, the candidate with the next highest number of votes for the same position shall assume the vacated position notwithstanding the proclamation of the disqualified candidate. |

Abstract
