Abstract
According to the Revised Penal Code and to People of the Philippines vs. Perez, rape is committed even if the girl under 12 years old is a prostitute. The bill seeks to hold a parent or any person in charge of a minor, who forces such minor to get involved in sex activities in exchange for monetary or any material consideration, liable for rape and not the person who had sex relation with the minor.'
