ABSTRACT : The Commission on Audit has been looking into possible ways to enjoin government officials and employees to settle their outstanding cash advances promptly. In order to enforce compliance with existing laws and regulations, this bill proposes to make the failure to liquidate cash advances within the specified periods a prima facie presumption of malversation.
