SHORT TITLE : Juvenile Justice and Delinquency Prevention Act of 2004
ABSTRACT : "Juvenile Justice and Delinquency Prevention Act of 2004." The bill establishes a comprehensive juvenile justice system that focuses on the accountability of the offender, the impact of the crime on the victim and the community, and the ways in which offenders can repair the harm they have done. It increases the age of criminal responsibility from 9 to 12 years old. It exempts minors from the penalties of crimes such as prostitution, mendicancy, vagrancy and curfew, among others.
