ABSTRACT : Proposes the following amendments to the Local Government Code in order to strengthen local autonomy: (1) Devolution of socialized housing programs; (2) investing in stock corporations and private enterprises; (3) authority to open/close roads in private subdivisions; (4) conduct of public hearings/consul tation prior to implementation of government projects.
