| ABSTRACT : The bill authorizes rice millers to import and distribute imported rice and to buy the palay produce of farmers at ceiling prices set by the National Food Authority (NFA). It directs the NFA to issue Treasury Crop Certificates which are negotiable instruments that can be sold, bartered, purchased and/or issued as collateral for any loan or debt incurred. |

Abstract
The bill authorizes rice millers to import and distribute imported rice and to buy the palay produce of farmers at ceiling prices set by the National Food Authority (NFA). It directs the NFA to issue Treasury Crop Certificates which are negotiable instruments that can be sold, bartered, purchased and/or issued as collateral for any loan or debt incurred.'
