ABSTRACT : "Political Party Act of 2004". The main thrust of the bill is the establishment of a Presidential Election Campaign Fund in order to curb excessive campaign finance, prevent narco-politics and address the ill effects of prohibited contributions and expenditures. It is designed to minimize politics of patronage, to develop a strong multi-party system and to ensure that the people will vote based on the political platform and the ideologies of the party. | |
