ABSTRACT : Television is the most popular means of communication. Unfortunatley, it denies hearing-impaired individuals the full audio-visual experience to be informed of current happenings in the world. This bill seeks to require all franchise holders, operators of television networks or stations and producers of television programs to broadcast their newscast or new programs, which are national and regional in scope, with subtitles in order to benefit persons with hearing disabilities. |

Abstract
Television is the most popular means of communication. Unfortunatley, it denies hearing-impaired individuals the full audio-visual experience to be informed of current happenings in the world. This bill seeks to require all franchise holders, operators of television networks or stations and producers of television programs to broadcast their newscast or new programs, which are national and regional in scope, with subtitles in order to benefit persons with hearing disabilities.
